How does Devastator work in Transformers: Revenge of the Fallen?

So when the Constructicons merge into Devestator, Rampage is still fighting Bumblebee. Can someone please tell me how it works, are there two Rampages...or what?How does Devastator work in Transformers: Revenge of the Fallen?The animators just re-used animation models to beef up the Decepticons' ranks. Just another glitch to add in the mistake ridden Transformers: Revenge of the Fallen. There was a robot Heaven, they somehow covered up the fact that alien robots had a huge battle in the city from the first one, one of the robots had glasses, if the decepticons were able to revive Megatron with a shard of the cube why couldn't sam revive optimus prime with the shard he had? and since when do robots have kids?

etc.

I was not a fan of Devestator it reminded me of the Power Rangers. I loved the movie but they transform so fast you really don't know what is going on.
